Strong Elected Civilian Complaint Review Board with the power to discipline NYPD officers whose misconduct has been substantiated.
Three Substantiated complaints of misconduct results in automatic termination of NYPD officer.
Advocate for the creation of a New York City Public Safety Commission, separate from the NYPD. Harassment and assault of innocent citizens by the NYPD, is in fact a public safety issue. This commission would have jurisdiction over the ECCRB. The NYCPSC would provide public safety on the school level to keep students safe, not to “police” students, with the proper training and community oversight.
New York City will stop its dependency on the NYPD as a revenue generating agency, meaning the city’s budget shall not contain projections of ticket writing or any other revenue from the NYPD. All revenue generated from tickets will go directly to education and mental health.
NYPD will be the secondary response to mental wellness calls. A professional Mental Wellness team trained in mental wellness responses will take the primary role and will only call on the NYPD when necessary, and even in that case the Mental Wellness experts will be the lead to ensure the safety and well being of the person in distress.
Support the requirement for NYPD officers to live within the 5 boroughs of New York City.

Real Affordable Housing
Support and advocate for the Green New Deal for NYCHA, including the immediate renovation of NYCHA developments. Create partnerships with all levels of Government to reallocate funding for the renovations.
Fight to save NYCHA from the hands of private developers. Fight to stop all proceedings for RAD and the Blueprint Plan. Keep NYCHA accessible for low-income earners through Section 9.
Instead of tax breaks for private developers, this plan proposes tax breaks and renovation subsidies for multifamily homeowners who agree to keep their rental apartments at an Affordable Rate based on the AMI of East Brooklyn, not the citywide AMI.
Assist multifamily homeowners with participating in Section 8, which will open the door for affordable rental opportunities for more families. Strengthen the city’s support for families and landlords to ensure both are realizing the benefits.
Support and advocate for the Basement Apartment Conversion bill, which will create affordable housing throughout East Brooklyn.
Stop tax breaks for private developers. Taxes paid by developers in East Brooklyn would go towards infrastructure and transportation.
Advocate for more senior housing options, with supportive services on-site.
NYC Public Safety Commission
Advocate for the creation of a New York City Public Safety Commission operating as a New York City agency.
Public Safety officers to “protect” not “police” residents within NYCHA facilities, similar to what is in place at developments like Starrett City. The idea is to create a public safety initiative that engages with the community daily, as well as through community events.
The Public Safety plan will include proper lighting and cameras that are for safety of the residents, without being intrusive.
NYCPSC would be completely separate from the NYPD.
Public Safety would also “protect” students within schools, as opposed to the current climate of “policing”, which is a part of the school to prison pipeline.
NYCPSC to work in partnership with an expanded NYC Mental Wellness agency to ensure the safety of all citizens, including those who might be experiencing a mental crisis.
Mental Wellness Response Team would work under the NYC Public Safety Commission.
East Brooklyn Arts, Wellness & Business Technology HUB
Development of a state of the art Performing Arts, Wellness & Business Technology HUB.
Development of a multiple building project, in partnership with every level of Government and multiple non-profit developers. The project would be sustainable through residential, commercial and small business rents, along with guaranteed support from every elected official within the district, on the city, state and federal levels.
The HUB would create permanent jobs.
Performing Arts facility with stage, lights and auditorium conducive for performances, similar to the Billie Holiday Theater and BAM.
Small Business Incubator for local entrepreneurs and non-profit organizations.
Career Center, in partnership with colleges and unions, with the idea of providing career opportunities for residents
Green space on the roof and on the grounds.
Daily Farmers Market. Fresh fruit and vegetable available 7 days per week.

Health
· Investment in the Expansion and assistance in current healthcare facilities, as well as school based Medical Centers.
· Investment to have Mental Wellness response experts available locally at healthcare facilities within the district.
· Mental Wellness Department within a newly created NYC Public Safety Commission. This Mental Wellness Department will respond to mental distress calls from families and the public. This Mental Wellness Department will be the primary responders for such calls, with the NYPD or Public Safety Officers playing a secondary role, assisting the Mental Wellness experts, if necessary.
· Healthy Living Series of events, in partnership with Community Based Organizations.
· Digital Resources dedicated to informing the community on healthy living news and resource information, including local telehealth options.
· Expansion of healthy food choices, specifically along the strip of area on Pennsylvania Ave., from Linden Blvd to Flatlands Ave, which is occupied by more than 7 major fast food chains, as well as smaller fast food stores.
· Quarterly healthy living events within schools throughout the district, in partnership with the DOE, PTAs, elected officials, parents, students, health centers and community-based organizations.
Education
· Investment in technology (STEAM)
· Provide students with training and equipment necessary for remote learning.
· Support legislation to have Black History added as part of the education curriculum.
· Support teachers through investment in Professional Development opportunities and technology.
· Investment in arts, culture and sports in every school.
· Increased number of social workers and guidance counselors in each school based on the number of students within each school.
· PTA training on fundraising and parental involvement.
· Creation of a District-wide quarterly Education Forum with Principals, Teachers, Parents, Students, Community Based Organizations, Health Professionals and Elected Officials. The day will include symposiums, resources, engagement and various panel discussions led by students, parents, teachers and administrators.
· Capital improvements at Thomas Jefferson Campus and other older schools.
· Brand new Thomas Jefferson HS football field. Thomas Jefferson is one of the only schools in the entire New York City that does not have a new football field.
Technology
· All schools will be equipped with the 21st Century technology tools to keep them up to date with the rest of New York City. Technology will include hi-speed internet, ipads, laptops, tutoring apps and remote learning education.
· All senior centers will be equipped with hi-speed internet access.
· Creation of an online resource hub for seniors in East Brooklyn, which will include District-wide events and news from all senior centers and from the Dept. of Aging.
· Free technology training for seniors, including proper use of smart phones, how to navigate the internet, how to locate city-wide resources and how to stay socially connected while alone at home.
· Creation of an East Brooklyn Seniors app created specifically for seniors and operated by a local Community based organization.
· Hi-speed access for all NYCHA developments throughout the District.
· Technology Center to be included in the development of the East Brooklyn Performing Arts, Wellness and Business Technology HUB.
